Any non-baseline action must be represented as a distinct intervention channel with declared activation conditions, invariants, and downstream falsifiers.

Intended meaning

This axiom prevents “miracle” from functioning as an unfalsifiable patch. If the interface cannot be specified, the claim stays interpretive, not formal.
