AX-079: Observer Requirement
Statement (one sentence)
If the framework distinguishes potential from actual, it must specify an observer/record function that fixes outcomes as facts (events in history).
Intended meaning (2-5 sentences)
This is a typed accounting requirement: “an outcome happened” must be represented by a record, register, or observer function, rather than assumed. The axiom does not require that humans are the ultimate observers; it only requires that the framework declare what counts as an outcome and where records live.
What this is NOT claiming
- Not that consciousness causes wavefunction collapse (that is a downstream hypothesis, if used).
- Not that observation is always human perception.
