God is not time-evolving as a subsystem; time is a created constraint that applies within the domain, not to the divine ground.
Intended meaning (2-5 sentences)
This axiom asserts that divine identity is not “updated” by temporal succession the way created systems are. It supports providence governance without treating God as a material process with drift, noise, or learning. The axiom is a formal boundary claim (about what kind of thing God is), not a derivation from physics.
